Picking relatively niche areas of foreign policy over which the executive branch would less jealously guard centralized institutional control Prioritizing positive-sum foreign affairs influence through direct legislative diplomatic operations overseas (over interbranch zero-sum fighting for traditional foreign policy influence at home)

Quickly institutionalizing initiatives via connections to leadership or key committee and funding posts, so they outlive a particular patron, champion, or “entrepreneur”".

"For example, in 1990, members of Congress, working through the US Helsinki Commission, pushed peer countries to agree to establish the Organization for Security Cooperation in Europe Parliamentary Assembly in the Charter of Paris for a New Europe."

Mr. Dukeman talks about IPAC and points out, "IPAC raises interesting questions for the future of legislative diplomacy: can members of Congress actually shift American foreign policy, or allied government behavior, on such a hot-button issue, by themselves?"

In December issue of the People magazine "people.com" an article was published entltled "Idaho Rep. George Hansen's One-Man Mission to Iran Leaves Official Washington Fuming" written by Michael Ryan.

"This is Armagaddon country, Rep. George Hansen who reflected expansively in his Tehran hotel room last week—but for Hansen, Armageddon is the only place to be.

Michael Ryan writes:

"In the best Gary Cooper tradition, the 6’6″, 49-year-old Idaho Republican rode alone into Iran on a self-appointed “mercy mission”—and promptly accomplished what the Carter administration could not."

The author addresses, "He held talks with high-ranking officials of the Iranian regime and became the first American to visit the 49 hostages in the occupied embassy."

George Hansen crowed after his embassy visit, "They said it couldn’t be done.".

Hansen says:

“They said you couldn’t get in. We got in.

"That was really something.”

Michael Ryan writes, "Although Hansen strongly condemned the seizure, his willingness to see the Iranians’ side of things obviously went down well with the Revolutionary Council, earning him both an audience with Foreign Minister Abolhassan Bani-Sadr and his helpful meeting with the hostages."

Afterward, George Hansen says, "They could use some sunshine and a change of clothes.”

"But the premises are clean and warm."

George Hansen continues:

"These kids [the Iranian guards] have an awful lot of people to look after, but I don’t think the hostages are being abused."

The author addresses, "Emboldened by that breakthrough, Hansen tried unilaterally to end the impasse."

"The Ayatollah has a colorful way of expressing himself.”

Michael Ryan writes:

"As for the gunpoint takeover of the embassy, Hansen now says:

“The people here feel that the Shah committed great crimes and that our government supported him for 25 years."

"Seizing the embassy was a severe reaction, but they feel that certain people in our country precipitated it by allowing the Shah into the country.”

According to the Author (Michael Ryan), "Last summer, as Nicaraguan dictator Anastasio Somoza was teetering toward his downfall, Hansen ostentatiously flew to his aid with supplies."

The writer notes, "A fund-raising organization that Hansen founded—in his wife’s name—pays for such adventures."

Michel Ryan writes, "In 1975 Hansen was convicted of a technical violation of the Federal Election Campaign Act and sentenced to a two-month jail term."

The author addresses, "The judge later rescinded the sentence, noting that “Congressman Hansen was stupid, surely, but he wasn’t evil.”

The writer adds, "That legal embarrassment may dissuade him from trying—for the third time—to unseat Democratic Sen. Frank Church next year."

Mr. Ryan explains, "The dim view of Hansen’s swashbuckling mission to Iran is not quite unanimous on Capitol Hill.

The author quotes a fellow conservative Rep. Robert Dornan of California as saying, "I consider George Hansen a hero.”

“In an age of non-heroes, he is a bitter pill for many of the petty, jealous House members to swallow.”

Mr. Ryan notes, "But the reaction of most congressmen toward Hansen’s cowboy diplomacy has been less envy than dismay."

The author quotes from House Foreign Affairs Committee Chairman Clement Zablocki as saying, "It was an adventurous trip and a foolish one at that."

Naming the occupying troops from Russia as the peacekeeping troops in Nagorno Karabakh of Azerbaijan is really absurd.

The Russian occupying troops have invaded the territory of Azerbaijan in Karabakh. Do you know why? To strengthen the Russian military basis in the South Causus.

The newly appointed Russian commander General Rustam Muradov (after 10 Nov 2020 and signing of the Lovro plan) oftentimes shows how deeply he is passionate to hug and kiss the armenian war criminals who massacred the Azerbaijani civilians during the 1 and the 2nd Karabakh wars in the Azerbaijani cities (between 27 Sept- 10 Nov 2020) and the Kjojali massacre (26 Feb 1992).

Of course, this ethnically from Daghestan region (a Muslim region in the north Caucasus),namely, General Rustam Muradov, is following the orders of Vladimir Putin.

General Muradov is hugging and kissing the war criminals and give them all kinds of weapons (against the point 4 of the 9 points signed on 10 Nov 2020 declaration) and guaratees the support from Russia.

Yes, Muradov is the head of the Russian the so-called the peacekeeping troops who knowingly ignores the Azerbaijani laws, the Azerbaijani flag and the Azerbaijan sovereignty, is following the orders from Putin in Moscow.

The orders from Vladimir Putin is hugging and kissing the war criminals and bringing more armenian settlers from Syria and Lebabon to Karabakh and then providing them the Russian passports.

The Russian troops bring the Armenians from different countries and settle them in Karabakh!! Without getting any permission from Azerbaijan!!?

Russian troops support the criminals in Karabakh of Azerbaijan.

Russia's intention is not making peace. Russia wants to create the second Armenian Republic within the territory of Azerbaijan.

Russia brings the illegal settlers and settles the illegal armenian settlers who come from other places.

Exactly Russia is doing the same way Russia did in 1828 and later in the territory of Azerbaijanto. Russia sttles the illegal armenians in the territory of Azerbaijan.

Russia has stolen the huge teeritories from Azerbaijan since 10 Nov 2020 to settle the illegal armenians from Syria, Lebanon and elsewhere in the occupied or stolen territoriez from Azeebaijan by the Russian troops (who have the fame name of the peacekeeping troops).

Russia passionately assists to all war criminals (the armenian war criminals) and help them they will be ready to receive the Russian passports in Karabakh of Azerbaijan.

There are the court orders (from the Azerbaijani authorities) have been issued against the war ceiminals who have become the bedfellows and the occupation colleagues for the Russian commanders for the so-called the peacekeeping troops in the Azerbaijani Karabakh.

The point 4 of the 9 point declaration between Vladimir Putin and the presidents of Azerbaijan and Armenia says:

"With the entrance of the Russian soldiers (with the fake name of the peacekeeping troops!??), all armenian militants (with all their weapons) and all criminal militants immediately must be expelled from the Karabakh region.

Instead of 1900 troops, Russia has brought more than 5000 troops into tge Karabakh of Azerbaijan.

The criminal leaders of massacres ox the Azerbaujani citizens and all armenian milirants not only expelled or disarmed but also they got more supports from Russia to weaponize themselves under the Russian supervision and the Russian command.

Russia ignores all the 9 points of the declaration of the Lovrov plan (10 Nov 2020) and hence the Russian troops give more weapons and money and all kinds of supports to the criminal armenian militants.

The war criminals like Vitaly Balasarian (the criminal of the Khojali Genocide) and Arout Harotonian (the criminal of the Ganje and Terter cities) are well known as the worse criminals whose arrest orders have been issued by the Azerbaijani courts.

The Western countries either keep their silence for the crimes committed by Russians and their armenian subjects or the majority of the Western countries support the Russian and armenian crimes and their occupation politics against Azerbaijan.

The Azerbaijani cities like Shusha, Kelbejar and Lachin are sieged and surrounded by the armenian settlers who have been settled by the Russian troops.

There are no ways to the Azeri citizens to go out or to come in.

All roads to these cities are in the control of the Russian and the the armenian armed foeces.

The Western media are well knowor their big lies and their vast and fabricated fake news against Azerbaijan.

Why the Westetn coutries like France, Germany, the Nethetland, Belgium and the USA say that?

Can they send the Russian troops as the peacekeeping forces to the Quebeque region in Canada or to send them to the California in the USA or to send them to the Gaza strip in the Middle East?

Why the occupying troops from the Russian Federation [which directly and indirectly had supplied all sorts of weapons to Armenia in the last 30 years to Armenia] without any U.N. mandate shamelessly call themself as the peacekeeping troops!

Russia is deploying its colonial troops to the Karabakh region of Azerbaijan with a fake name of tge Russian peacskeeping forces and hence ignoring the laws and the sovereignity of Azerbaijan!!!?

Mrs. Anna Ohanian! Do you know the real occupant in the Azerbaijani Nagorno Karabakh was always Russia?

Mrs. Anna Ohanian! Do you know the imperial Russia after war with Iran occupied the north and south Caucasus?

Mrs. Anna Ohanian! Do you know (after the Turkman-chai pact with Iran in 1828), Russia brought the armenians (60 percent from Iran and 40 percent from the Ottoman empire) and settled in the territories of Azerbaijan?

The armenians from Iran and Turkey were settled in the South Caucasus for the political and religious reasons.

The imperial Russia had many plans for tensions and religious conflicts between the muslims and the Christians!

The armenian settlers became the subjects of the future Russian proxy wars in the future.

Anna Ohanian! How come the imperial and colonial Russia that you want to cooperste with the Western countries had faciltated and participated with its armenian subjects to occupy the Azerbsijani territories?

Anna Ohanian! Do you believe the armenians in Glendale (Los Angeles, CA) should make an independent country in California?

Or to annex the Glendale of California to the republic of Armenia in the South Caucasus?

If not in the USA, if not in France and if not in Russia, why you want to steal the Karabakh of Azerbaijan?

Majority of the newspapers, TVs and radios in Russia and in the Western countries are reporting at the pleasure of the armenian diasporas.

The armenian dissporas pay money to the mass media and guarantee the armenian supports in the elections to the members of the House and Senate in the USA !

In France, Belgium, Luxemburg, the Netherland, Canada, Australia, Germany Syria, Iran, Egypt and India, the armenian lobbyists spend a lot of money and the pilitical powers.

Isn't it like the same Russian peacekeeping troops who massacred the Azerbaijani children and women on Feb 26, 1992 in the city of Khojali?

Isn't it like the same Russian peacekeeping troops who helped the armenian aggressors to occupy over 20% of the Azerbaojani territories?

Do you know a criminal person like Mikhail Sergeyovich Gorbachov?

Mikhail Gorbachov as the former leader of the Soviet Union with his prime minister Yevgeni Primskov ordered and massacred hundreds of the Azerbaijani women, the Azerbaijani children and many innocent citizens on the streets of the capital city of Baku on 20 January 1990.

During the 3 weeks the 2nd Karabakh War (27 Sep-10 Nov 2020), Gorbachov suggested Not To Allow Azerbaijan To Liberate its occupied territories! He said neither Armenia nor Azerbaijan should win the war! But Armenia had occupied more than 20 percent of the Azerbaijani territories!

Gorbachov's words meant Russis should prevent Azerbaijan to liberate its occupied territories from the control of the armenian armed forces.

Mikhail Gorbachov is well known supporter of the Armenians and he isnthe enemy of the Azerbsijani people.

All plans of Russia is to keep the Armenians as the kind of robots to implement the Russian proxy wars against Azerbaijan.

On 24 Nov. 2020, an Armenian author, Anna Ohanian, published an article in the website of the Carnegie Endowment.

The title of this article was suggesting to the United States and Russia to cooperate against Azerbaijan, a country whose territories (Karabakh and the seven surrounding regions) have been occupied by the Republic Armenia on behalf of Russia.

The Carnegie Endowment's website published this article six days after the Lovrov Plan was declared by Vladimir Putin.

This plan then was signed by the presidents of Azerbaijan and Armenia.

Anna Ohanian as the author proposes to the West as well as to Russia to come together and to cooperate on the issue of Karabakh (at the pleasure of Armenia!!)

We know Segei Lovrov, the Russian Foreign Minister, is ethnically an Armenian!!

Lovrov Plan never will respect the territorial integrity of Azerbaijan.

Sergei Lovrov (in 2015) in his speech in one of the Armenian university said:"I have the Armenian blood."

y Russia is in Karabakh why?

Russia wants to strengthen the armenian armed forces after their defeat from Azerbaijan in the second Karabakh War (Sept 27-Nov 10 2020) .

Russia's plan is to create the 2nd Armenian Republic within the territory of Azerbaijan.

Russia wants the armenians who live in the 2nd Republic of Armenia with a fake name of Artzakh, to hold the Russian passports.

With receiving of the Russian passports,the armenian citizens of the Karabakh, the armenians of the 2nd stolen terririries from Azerbaijan become under the protection of Russia.

Russian troops are in Karabakh to support the armenian armed forces for their own colonial purposes.

Russia wants the new wars again. Why? To occupy more countries.



The armenian armed forces should obey the Russian orders.

They armenian armed forces should be obedient and they must implement the orders issued from Russia.

Russian proxy wars in the South Caucasus are the jobs Russian leaders want from Armenia.

The orders issued from the Kremlin's chief, are the orders issued from the imperial Russia to its subjects in the South Caucasus and these subhects are the armenian armed forces who should fight agsinst Azerbaijan.

Those foeces who should fight the Russian proxy ward against Azerbaija are all armenian armed forces that include all armenian mercenaries who are volunteered and come from Lebanon, Syria, France, Russia, USA, Canada and elsewhere?

The Western countries are not against their Armenian citizens who are volunteered to be merceneries for the sake of the Russian proxy wars against Azerbaijan and Turkey.

The irony is that the U.S. Congress, the U.S. Senate, the French government abd parliament as well as the the Netherland, Canada, Belgium and other countries supporr the occuparion politics by Russia and its satellite state Armenia!

Vladimir Putin as the president of Russia repeatedly has said that the territory of Karabakh (from the peespective of the interbational law) belongs to Azerbaijan!!




But he himself and his government and his troops behave as the imperial invaders in Azerbaijan.

Russia do not abide any international laws inclding the laws from Azerbaijan. Russia imposes the laws from Russia in the Karabakh region of Azerbaijan!

Russian President Putin says the world recognize that Karabakh is an integral part of Azerbaijan but at the same time he and his soldiers prohibit the laws and the flag of Azerbaijan in Karabakh!

Vladimir Putin allows that the Armenian terrorists to come into Karabakh and reside in there for the future planned wars with Azerbaijan.

The head of the Russian troops in Karabakh General Rustam Uthmanovich Muradov hugs tightly the criminal leader Arut Harutonian (He committed many crimes against the innocent citizens in the cities of Gange, Barda, Aghdam and Terter in Azerbaijan) and they kiss each other multiple times.

The Azerbaijani courts have issued the arrest order against Arut Harutonian and his associates.

The russian soldiers and their comnanders ignore the laws and the flag of Azerbaijan.

The head of the Russian troops General Rustam Muradov hangs the flags of Russia, Armenia and the separatists everywhere in Karabakh and he prohibits the flag of Azerbaijan in its territory in Karabakh and implement only the Russian laws in Karabakh!!!

Russia has invaded and has occupied Karabakh with a pseudoname of the peacekeeping troops!!

The Western countries (the USA and the European countries) know exactly that these troops are not forbthe purpise of peace there.

The Russian troops have occupied Karabakh. But because of their sympathy for the Armenian crussaders, the Western countries accept all illegal actions including invasions against Azerbaijan by Russia.

Many people know that Russians do not like Azerbaijanis and all Russian media are against the Azerbaijani people.

The sympathy of the Western countries and the people of Russia to Armenia is clear!

Russians believe that whatever they do against Azerbaijani people, they get full support from the Western countries.

Azerbaijanis say:

"We did'nt have more than 3000 martyrs and we did'nt have many thousans of the wounded soldiers and we didn't have over one hundred loss of lives by our citizens as well as many thousands of the missed soldiers to bring the Russian occupying troops who want to deceive the world as the peacekeeping troops and to come here and occupy our beloved Karabakh.

/> Azerbaijanis say: We forced the Armenian troops to taste defeat and humiliation by losting the war in the occupied territories of Azerbaijan and then suddenly the invading troops from Russia arrived to rescue them.

Since 10 Nov. 2020 the Russian troops have been be replaced with the the defeated troops from its satelite state Armenia!!

Azerbaijanis know: How deeply the Russian leaders were involved in assisting the Armenians: financially, militarily, culturally, histirically.




Azerbaijanis know very well how the imperial Russia was involved in supplying of all sorts of the Russian military weapons ( mostly free!) to the armenian armed forces; in the 1st Karabakh War in 1991-1993 as well as in the 2nd Karabakh War.
/> Russia makes the proxy wars against Azerbaijan by its satelite state Armenia.




On Nov. 16, 2020, the international center for defense and security in Estonia (ICDS) "icds.ee", published an article entitled "Russia and Karabakh: A Diplomatic Triumph and Dubious Victory" written by James Sherr OBE.

James Sherr OBE writes:

"To all appearances, the war that began on 27 September nullified this paradigm."




The author addresses, "То all appearances, the Tripartite Declaration (Azerbaijan-Armenia-Russia) of 10 November resurrects it, along with Russia’s role as guarantor of what might well be a precarious and provisional settlement."

The writer notes, "In territorial terms, it accords with a Russian blueprint, the so-called Lavrov plan, that was quietly composed more than three years ago but rejected for their own distinctive reasons by Armenia, Azerbaijan and the OSCE."

Mr. Sherr OBE writes:

"Whoever has won this war, Armenia has lost. It has emerged as a client rather than an ally, and its errant Europhile Prime Minister, Nikol Pashinyan has rudely been forced to relearn the old Russian adage:
‘Armenia can either live with Russia or not at all’."




The author explains, "By the same token, a clear message has been delivered to others. Relations will be developed in accordance with a strictly utilitarian calculus, measured against a baseline of Russian interests rather than their own."

In the Azerbaijani capital Baku as well as in orher cities of the country people are angry to the invasion of Russian troops into the Azerbaijani Karabakh to replicate south Ossetia and Abkhasia of the Reoublic Georgia in the territory of Azerbaijan.




Azerbaijanis are protesting the Russian invasion troops under the fake peacekeeping troops in the Nagorno-Karabakh region.

On 23 Dec. 2020 Mr. Tural Abassly, the leader of Ag Party of Azerbaijan (White Party) in his interview with the hosts TOPLUM TV Mira Racabli, Mazahir Abdurahmanova.

The Chairman of the Azerbaijan's White Party (Ağ Partiya) says:

"From the day they arrived in the region, they have been acting as defenders of the Armenian minorities, trying to solve everything from their social problems to health issues."



"However, according to the terms of the statement, there are Azerbaijanis who must return to the region, but the Russians have not taken any steps in this direction."

Mr. Abassli whose younger brother was martyred in the 2nd Karabakh War in 2020 (27 Sep-10 Nov 2020) adds, " Russia even oppose the deployment of Turkish peacekeepers in Nagorno-Karabakh, citing concerns from local Armenians."

The Chairman of the Azerbaijan's White Party (Ağ Partiya) addresses, "So far, I can not assess their activities as actions aimed at resolving the conflict."




Mr. Abassli asses negatively the presence of the Russian troops and says, "Therefore, I negatively assess the activities of Russian peacekeepers so far. I see their activities not as a solution to the conflict, but as a way to prolong it."

"The fact that the Russian military is helping the Armenians raises concerns in some quarters that the country will arm them again, as it did at the end of the last century. What should be done to prevent the recurrence of history?"

Mr. Abbasli says:


"First of all, a lesson should be learned from history."

"We must look at the mistakes we made in the early 1990s and not make them again."




The Ag party's Chairman adds, "Even on issues that seem very meaningless to us today, Azerbaijan must not back down from its position, that is, it must demand that every paragraph and every word of the statement be observed."

Mr. Abassli continues, "At the same time, Azerbaijan must not reconcile with any opinion or opinion that would be contrary to the interests of Azerbaijan in the interpretation of the document or in the opening of its sub-paragraphs."

The Chairman of the Azerbaijan's White Party (Ağ Partiya) talks about the occupation of Crimea by Russia and explains:

"Of course, if we analyze the situation in Crimea and its annexation by Russia, its action was not correct in any meaning: rationally, legally and politically."

"But neither Azerbaijan is the former Azerbaijan, nor the region is the former region, nor Russia is the former Russia."




Mr. Abassli adds, "If there is a deadline it means also that Russia will not be able to prevent this deadline."

"This means if Russia declines to withdraw its troops from the territories of the countries in 4 years and 6 months."
The Chairman of the Azerbaijan's White Party (Ağ Partiya) addresses, "Most likely Azerbaijan will raise the issue of the withdrawal of the Russian troops from its territory and heRussia will be forced to do accordingly."

"The reason as I mentioned, is Azerbaijan is not the former Azerbaijan, Turkey is not the former Turkey and the world is not the former world.




Mr. Abassli says, "There is no room for any compromise in this regard, no step back on this issue."

The Ag Party's chief adds, "We must be very careful and sensitive."

The Chairman of the Azerbaijan's White Party (Ağ Partiya) addresses, "Maybe the Armenians are thinking that they will be able to create some tensions."

"And by these tebsions, the signed statement of the leaders will lose its force."

Mr. Abassli explains, "In this case, the Azerbaijani army will act accordingly and hence will complete the unfinished work."

"That means we must make it clear to the Armenians that any aggression and step towards violation of the terms of the declaration, obviously can lead to the resumption of the war.

On June 15, 2018, the Azerbaijani website "TEREF.AZ" (Section: Agenda) published its interview with Mr. Elkhan Shahinoglu entitled "Kremlin peacekeeper - "If he enters Karabakh, he will never leave it".

The political scientist Elkhan Shahinoglu says:


"Russia gives all its efforts to get an opportunity to deploy its troops under the name of the Russian peacekeeping troops."

Mr. Shahinoglu addresses, "The arrival of the Russian peacekeepers in the Donbas region of Ukraine, again, has become one of the subject of a discussion."

Shahinoglu continues, "Thus the issue such the deployment of the UN peacekeepers in the region is expected to be discussed in the next round of talks in Berlin in the "Normandy format" which was created to resolve the conflict in Ukraine."

According to Shahinoglu, "Prior to the talks, German Foreign Minister Heiko Maas said thst such a step could be considered an "appropriate step" toward the implementation of the agreement which was reached in Minsk in 2015."

This Azerbaiani political scientist adds, "The Ukraine's main demand is that Russia not to be among any peacekeepers there."

Mr. Shahinoglu addresses, "The issue such as the peacekeepers has long been discussed in the Nagorno-Karabakh conflict in Azerbaijan."

Speaking to Yeni Musavat, political scientist Elkhan Shahinoglu says:

"Ukraine was right in its request:

“The reason lies in the Russian military occupation of the Donbas.

"The Russian desires are that tge Republic of Azerbaijan should be a member of the Eurasian Union, the Collective Security Treaty Organization, and also Russia has a desire that its peacekeeping troops should be stationed in the Karabakh region."

"If Azerbaijan agrees to these three conditions, then Russia will allegedly accelerate the liberation of the regions around Karabakh by putting pressure on the Armenian government."



This Azerbaijani political scientist says, "Honestly, I do not believe it."
" Because if we fulfill such difficult conditions of Russia, the occupation can be stopped - we do not have such a guarantee."

"On the other hand, our membership in the CSTO means the end of our balanced foreign policy, which may raise serious questions in our relations with the West."


According to his analysis, "The most difficult condition is the deployment of Russian peacekeepers in Karabakh. We lost Karabakh because there were Russian soldiers there."

"They took part in the Khojaly genocide and handed over weapons to the Armenians from the military base in Khankendi."

The Azerbaijani website "TEREF.AZ" writes, "The political scientist believes that if Russia enters Karabakh next time, it will not leave it:

“We have seen examples of this in Abkhazia, South Ossetia and the Dniester region."

"The governments of the republic of Georgia and Moldova both have been trying for many years to get the so-called the Russian peacekeeping troops out of their countries."

Mr. Shahinoglu adds, "On the contrary, they occupied more territory."

He continues, "Therefore we must protest as much as possible against the participation of Russian peacekeeping forces."

"However there is an issue and that is: When at any stages within the conflict in the Karabakh region, the deployment of the peacekeepers becomes as an agenda and we see that the Russians to claim on having their peacekeeping troops, then we must have a condition."

"Because if the Karabakh conflict enters into a stage for resolving of it, let's take Shusha as an example."
Mr.Shahinoglu explains, "After all, the city of Shusha is under the siege by Armenians."


"This means that the Azerbaijani people will not agree with the Russian armed forces there."

This Azerbaijani political scientist says, "Turkish peacekeepers should be deployed there."
